The stored fuel is potentially lethal in an accident or a terrorist attack.
Cited four months earlier, owners were told to "Conform fuel storage tanks to code at once."
At a nearby 7 World Trade Centre, a 47-story tower, investigators determined that a fire fed by diesel fuel stored in the building may have contributed to its collapse.
